SECOND CALL FOR PROPOSALS
Made by The Association of Communes of  RP EUROREGION  BALTIC
Programme and Financing source:
Project in the nature of   “The Cross-border and  Inter-Regional Small Grand Fund “programme within EEA Financial Mechanism and Norwegian Financial  Mechanism 2004-2009.
Short description of planed activities:
Activity A : Cross-border cooperation (developing and implementing cross-border cooperation, aiming and improving the operations of self-governmental administration  and at stimulating social initiatives that benefit healthcare and enterprises in the regions; Cooperation in cross-border  eco-tourism in developing regions;)
Activity B : Inter-regional cooperation (Transfer of knowledge from the more developed regions to the less developed ones; Promotion of regional and local development in Poland; Ensuring the development of communication and development of systems for exchange of  information; Training of self-governmental administration in order to increase their profesional skills;)  
Geographical area: The Polish Euroregion Baltic area (Warmińsko-Mazurskie and Pomorskie Voivodship),  EEA  EFTA states, the other countries of The Baltic Sea Region, the Kaliningrad Region of the Russian Federation, Ukraine, Belorussia.
Maximum project duraction : no longer than 8 months. Project can start not earlier than before 1 June  2009 For details, see  the Guidelines for Applicants Cross-border and  Inter-Regional Small Grand Fund edithion referred to in item 12.
Total amound available for this Call:                                    759 282,59 EUR
Overal amound expected  for this Call for proposals:      893 273,64 EUR
Minimum and maximum grant amounts :
a) minimum amount at project grants:        5 000 EUR
b) maximum amount at project grants:     30 000 EUR
c)  maximum amount of grants  for the project  from The Cross-Border and  Inter-Regional Small Grand Fund is 85 %,  if  it is co-financed by central, regional or local government budget allocations.
ELIGIBLE CRITERIA
Appplicants must comply with the following conditions in order to be eligible for a grant:
- Be non – profit organization:
- Have their headquarters*  located within the Polish part of the Euroregion Bałtyk;
- Take direct responsibility for the preparation and management of the project;
- Have stable and sufficient sources of finance to ensure the continuity of their  organisation throughout the project and – if necessary, to pay a part in financing it;
* headquarters must have “REGON” and “NIP” numbers so that they can receive and pay VAT  invoices.

Provisional notification date of results of the award process - 2009-05-15
AWARD CRITERIA
Applications will be examined by the Evaluation Commite according to the following criteria: 1) administrative compliance (verification that the application is complete, according to the criteria in section – 2.3.1. of Guidelines for Applicants),  2) eligibility of applicants, partners, sorts of resolutions (according to the criteria in section:  2.3.2. of Guidelines for Applicants), 3) evaluation of quality of proposals and financial evaluation, in accordance with the avaluation criteria contained in the Evaluation Grid – according to the criteria in section: 2.3.3. of the Guidelines for Aplicants.
APPLICATIONS FORMALITIES
The Standard Application Form for grant must be submitted with the Standard Application Form annexed to the Guidelines mentioned in item 12. The norm and instructions included in the form must be complied with. Application must be submitted in 1 original and 1 copy also in electronic version (CD) Polish language.
Deadline and place of submiting applications
Aplications must be submitted to the following address:  Stowarzyszenie Gmin RP Euroregion Bałtyk; ul. Św. Ducha 3; 82-300 Elbląg before 06  March 2009 r. at 15:00. Applications for grants must be submitted in closed envelope with the following description:
- project title
- applicant’s name
- subscript : “The Cross-Border and  Inter-Regional Small Grand Fund - Trial Nr 2/2009”

Any application which will be submitted to the Association of Communes of  RP EUROREGION BALTIC after the deadline, will not be evaluated, even if their postage date precedes the submission deadline.

All applicants are encouraged to regularly visit the above mentioned homepage before the project submission deadline.

First call for proposals results
41 applications were submitted to the Association of Communes of  RP Euroregion  Baltic (till the 8th of October 2008, by 3 p.m.). 8 projects were rejected after formal evaluation, 33 projects were directed to technical and financial evaluation. On the ranking list there are 21 projects, cofinanced from the “Cross-Border and  Inter-Regional Small Grand Fund” to total amount of 506,343.84 Euro, approved by Steering Committee on the 4th  of November 2008.

Trainings
The Project Office of the Association of Communes Euroregion  Baltic (since the 9th of September 2008 till the 8th of October 2008) realized 3 trainings for self-governmental administration, regional and local organizations (sports, culture, ecology, tourist), all kinds of schools and local media.  The first training was in Elbląg on the 17th of September 2008 (34 participants), second in Olsztyn on the 23th of September 2008 (74 participants), third in Gdańsk (30 members).   In summary,  138 representatives were trained. The Standard Application Form with budget was presented during the training. When the list of projects for grant will be accepted, the Project Office will plan  realisation projects activities training for the beneficiaries.

The conference on projects of “Cross-Border and  Inter-Regional Small Grand Fund” started on the 9th of September 2008 (144 persons took part in it). Aplications must be submitted before 08  October 2008 r. at 15:00.

The Cross-Border and  Inter-Regional Small Grant Fund is the programme within the EEA Financial Mechanism and the Norwegian Financial  Mechanism 2004-2009.
Short description of planned activities:

- Developing and implementing cross-border cooperation, aiming at improving the cooperations of self-governmental administration  and at stimulating social initiatives that will support healthcare and enterprises in the regions;
- Cooperation in cross-border  eco-tourism in developing regions;
Activity B :
- Transfer of knowledge from more developed regions to less developed ones;
- Promotion of regional and local development in Poland;
- Ensuring the development of communication and development of systems for exchange of  information;
- Training of self-governmental administration in order to increase their professional skills;
